 History of 1870s Bustles
Our bustle’s style was first described in 1872, but did not take off in popularity until 1875.
Fashion magazines included illustrations of the fishtail-type bustle through 1883.
Peterson’s Magazine wrote in September 1873 that the best sort of bustle:

 CATHOLIC ENCYCLOPEDIA: Pasquale Galluppi
He always kept aloof from political questions; and his works were planned and written in his own home, amidst the noise and bustle of a large and happy family.
The care and clearness of his style made his works very popular; but when the Hegelianism of the Neapolitan school became the fashion in non-Catholic circles of thought, and Scholasticism regained its hold among Catholics, Galluppi's philosophy quickly lost ground.

The underbustle, aka French or Victorian bustle, is accomplished with ribbons that are attached from the underside of the gown and it's inner slip.
There are two basic styles: an overbustle and an underbustle aka "French Bustle" or "Victorian Bustle".

In closing, the styles of the bustle period changed quite a bit in the 22 years it was in fashion.
The second bustle period began in 1883 when skirts again became voluminous.

Sew Hip It Hurts: Miss Heather's Bio
I have dozens of projects I'd love to work on, but I have to admit I've always loved the unabashed combination of frilly and tailored, ridiculous and sublime that the 1880's bustle period represents.
I was obsessed with all things Little House on the Prairie (the books) and Little Women, and I knew I wanted a bustle gown.
My stepmother took me to a small gift shop in Chapel Hill that carried the original Folkwear line, and she and my grandmother helped me make (ok, grandmother did all the work) a pink calico "Morning Wrap Dress".

 Truly Victorian
Remember that with bustles, getting them draped is really an art form; and everyone's idea of "art" is a little different.
The picture on the Truly Victorian website shows it over Truly Victorian's Bustle pattern TV101; however, there is no reason you couldn't wear it over a smaller bustle.

The sleeves look like quite a different style than on the bustle dress of the 1870s which had sleeves that would not have looked out of place on dresses of 1860.

Whereas the bodice is still a 1880's bustle style bodice, it shows more of an 1890's influence, being more evenly trimmed.
Then, not so long after that, the bodice was cut down further to fit a young girl and updated to late 1880's styles with the addition of the newly fashionable "kick up" sleeves, a style which would last until about 1891.
